INSTANT 2290’s founder, Phil Boyer, even helped the IRS Development Consortium establish its electronic filing program for the 2290 return, shaping how the program works today.

Phil Boyer

President, CEO

After years working as a bank technology executive focused on delivering advanced technologies and payment systems, Phil knew the importance of transactional security and redefining business-as-usual technology. After a discussion with a friend over lunch in 2002, Phil was inspired to build technology that would make an impact in a small vertical market. He saw an opportunity to make IRS Form 2290 filing better. In 2003, INSTANT 2290 was formed in Houston, TX with a simple mission to “Be a light in the world.”

Vice President

David worked as a consultant for INSTANT 2290 on an ‘as-needed’ basis for nearly a decade before coming on board as an employee in April 2021, bringing many years of business experience to his role as Vice President. At INSTANT 2290, he enjoys the fact that every day is different and each challenge is different; however, the quality of the people thankfully never changes. David believes people make the company, and one would be very hard pressed to find better people to work with and work for than at INSTANT 2290. When lending his expertise to the management of INSTANT 2290, David enjoys a fine wine (he’s something of a connoisseur), challenging himself to learn jazz guitar, and spending time with his family.


Director of Customer Service

Jacquie grew up in the western suburbs of Chicago and studied at a small Christian university in Michigan obtaining a Bachelor Degree in Business Administration. She now lives in Austin with her family. She started working for INSTANT 2290 in 2008 and has been instrumental in shaping our Customer Service team. Jacquie has a unique compassion for people that is rare to find. She connects with the desire to be a light in the world with her customers and staff.

Holly’s love for working with our customers has been evident ever since she joined the INSTANT 2290 team in 2013. Ever since, she’s helped us to foster a true family environment at our company, one with a shared vision for our success. She leads by example, treating others with the grace and compassion she wants to see in the world. When she’s not helping our customers through the filing process, Holly enjoys spending time with friends and family, traveling, and working on DIY projects at home.

Yolanda joined the INSTANT 2290 family in 2008. After over a decade helping customers file their Form 2290, she’s one of our most experienced representatives. She embodies INSTANT 2290’s mission — to be a light in the world — by prioritizing positivity and customer comfort during the filing process. When she’s not assisting our customers or supporting her fellow INSTANT 2290 employees, Yolanda enjoys volunteering with the Hispanic Chamber and the International Good Neighbor Council, spending time with friends and family, painting, and bird watching.

e-File: Submit online using an IRS-authorized provider like By mail: Download and complete the IRS Form 2290 Fill-In PDF and mail it with a check for payment (if you owe taxes) to the address shown on the form. In-person: Download and complete the IRS Form 2290 Fill-In PDF and take it to an IRS TAC (Taxpayer Assistance Center)

The IRS considers vehicles to be Suspended from 2290 tax if they seldomly drive on public roadways. The Form 2290 is not only about payment - it is a statement that you agree you will not drive your vehicle(s) more than 5,000 miles (or 7,500 miles for farming vehicles) during the tax year. Your vehicle registration office will still require you to show proof you filed the Form 2290, even if your total tax is $0.

Regardless of how you file your Form 2290, the IRS requires a business tax ID called an Employer Identification Number (EIN). If you do not know your EIN or you are unsure whether you have one, call the IRS Business Support line at 800-829-4933.

Yes! We are staffed with IRS Form 2290 e-file specialists who will answer the phones from 9 a.m. to 6 p.m. Monday through Friday, CT except for holidays. If call volumes are heavy, just place your spot in the queue and we'll call you back the same day (usually within the hour).

IRS Form 2290 and the Heavy Vehicle Use Tax is unique in two ways: it is paid in advance, and the tax year renews every July 1.
